Finland's Alexander Stubb and Norway's Jonas Gahr Støre led a group of 20 countries and the EU in a formal push for mandatory testing of frontier AI models. The signatories called for independent evaluations with full evaluator access and shared reporting of serious safety incidents to prevent AI from circumventing safeguards or gaining unauthorized access to real-world systems. The US, China, and UK declined to join the petition.
The call urges UN member states to establish an international institution capable of setting standards and verifying models when specific capability thresholds are crossed.
