European AI Strategy Proposes 45 GW Compute Target for Frontier Models

Researchers and experts released a roadmap for European AI sovereignty that proposes a 45 GW compute capacity target to enable the development of frontier models. The Transformative AI Strategy for Europe outlines the creation of a Member State Alliance for Supply Chain Security and focuses on making the region a leader in assurance technology. The plan designates 16 GW of compute capacity for commitment during the first three years.

Industry critics warn that the strategy attempts to reverse-engineer a successful AI lab by prioritizing headcount and hardware over iterative model building. Maxime Labonne recommends beginning with 50 to 100 employees and hundreds of MW of compute to establish a fast learning loop before scaling. The 45 GW target is 45 times the 1 GW compute goal Mistral AI set for 2023.
