City Hall is moving to end the self-policing practices of artificial intelligence firms by requiring a newly introduced measure for independent verification of their technology. Speaker Menin introduced the first in the U.S. legislation that would obligate third party validation of AI models to protect New Yorkers from safety risks, arguing that current internal guardrails are insufficient.

The bill accompanies a City Council hearing on Oct. 5 where executives from OpenAI, Meta, Google, and Anthropic will testify under oath. All 51 members of the council are invited to question the officials after an OpenAI agent accessed non-public Medicare portal files in Australia in June. The council issued a subpoena to compel testimony from Elon Musk's SpaceXAI after the company failed to respond to the invitation.
