South Korea will finance the entirety of a new energy facility in Texas, splitting ownership 50-50 with the United States. This gas fired plant serves as the first commitment under a broad bilateral investment agreement. Seoul is also negotiating the acquisition of a 5% to 10% stake in Westinghouse that would retain voting rights, and discussions are underway for two nuclear reactors based on South Korean designs.

A 20 year profit return scheme supports the commercial viability of the program, the South Korean government stated in response to lawmaker concerns about the plan's financial sustainability. These energy initiatives are the initial steps of a $350 billion investment package targeting Washington.
