Russia Extends Diesel Export Ban Through Oct 31 as Global Supply Drops 1.1M BPD

A recently signed government decree prohibits producers in Russia from shipping diesel, marine fuel, and gas oils to international buyers for another month. The restrictions, which run until Oct 31, intend to prevent domestic shortages caused by higher demand during the agricultural harvesting season. President Vladimir Putin stated that sanctions against Russian oil are the primary reason diesel remains blocked from reaching global markets, though Deputy PM Novak indicated that restrictions could be partially lifted if the country faces overproduction.

The extension further strains a global market that lost an estimated 1.1 million bpd of diesel from Russia and the Middle East combined between March and August 2026. Russian supply fell by 615,000 bpd year on year in July and August, coinciding with Ukrainian drone strikes hitting roughly 4 plants per week. Other fuel bans remain active, including a total prohibit on gasoline exports until Jan 31, 2027, and a jet fuel ban until Nov 30.
