Motorists at Gazprom stations in Moscow now face strict purchase caps on vehicle refueling that were reduced in two successive stages. The current limit of 30 liters per vehicle follows a reduction from 60 liters, marking the second time the allowance was halved within two days. These mass restrictions were introduced across the city's fueling network on Sept. 20 to manage available supplies.

The constraints follow a Ukrainian drone strike on the Kapotnya oil refinery, which processes 11 million tonnes of crude oil per year and supplies 40% of the city's fuel. Confirmed hits on the AVT-6 primary processing unit and the isomerization unit sparked fires that continued into the morning of Sept. 20. The barrage also targeted the TPP-22 power plant and a logistics park in Sofyino, resulting in two civilian deaths in the Moscow region.
