Kremlin spokesperson Dmitry Peskov stated that international markets will not receive Russian diesel fuel until sanctions are lifted and Black Sea navigation is safe. Tass reported on September 28 that the Russian government plans to prolong the current prohibition on diesel exports through the end of October. Peskov added that simply meeting domestic requirements or filling diesel fuel reserves is not enough for the resumption of shipments, which must be able to reach global buyers unhindered.

The extension contributes to a total average diesel supply loss of 1.1 million bpd from Russia and the Middle East. Data between March and August 2026 shows the Middle East supply dropped by 772,667 bpd on average, while Russian supply fell by 348,333 bpd. Following the start of the export ban, Russian diesel supply plunged by 615,000 bpd year-on-year on average during July and August.
