The strike follows a wave of attacks this month that halted production at Rosneft's Syzran and Saratov refineries, where Syzran's main unit requires at least 30 days for repairs. This specific outage removes 71% of the Syzran facility's capacity from the market.

Half of Russia's 6 largest diesel producers have cut or halted output this month after strikes hit facilities in Ryazan, Perm, and Tatarstan. These outages coincided with US diesel futures reaching $5.26 a gallon, surpassing the peak seen in 2022. Russia is currently considering an extension of its diesel export ban through October.
