Vladimir Chistyukhin, First Deputy Governor of the Bank of Russia, stated that remaining regulatory acts for the crypto industry may be finalized by December. This regulatory push allows the first officially licensed market participants to begin operations within the established legal framework by the end of 2026.

The transition brings the industry inside a legal structure that became effective Sept. 1. The Russian Finance Ministry forecasts 10 million new crypto users in 2027 as the government holds talks with major banks to expand access to the digital asset market.
