US Ambassador to the UN Michael Waltz and adviser Massad Boulos are advocating for the extension of current weapons sanctions to the entirety of Sudan. The proposed resolution targets the Rapid Support Forces (RSF), the Sudanese Armed Forces (SAF), and the underlying infrastructure of procurement networks and drone suppliers. More than 12 countries provide military support to the combatants, with reports of mercenary recruitment from Colombia.

Washington opposes a post-war governance structure that allows the RSF or SAF to inherit power. The administration is calling for an independent civilian political process to establish a new government once the conflict ends. This diplomatic push responds to the transformation of the regional crisis into an international proxy war fueled by foreign weapons and mercenaries.
