The US government is preparing sanctions against the International Criminal Court that would ban most financial transactions with the body after a six to seven month grace period. The measures restrict the court's ability to conduct US dollar transactions and limit its access to the global financial system following arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant. A decision may arrive this week during the UN General Assembly.
Secretary of State Marco Rubio is pursuing a campaign to dismantle the court, stating that the prosecution of officials from nonmember states threatens US sovereignty. Washington previously sanctioned individual ICC judges and prosecutors under a 2025 executive order to restrict their financial access. Rubio says the institution is politicized and lacks the legal authority to prosecute citizens of Israel or the United States.
