Iran’s government spokesperson subsequently confirmed that Araghchi had informed the cabinet of receiving a US proposal.

The plan aims to build trust and restore an enhanced version of the June US-Iran memorandum of understanding. It would link reopening the Strait of Hormuz to relief from the US naval blockade, oil sanctions waivers, access to frozen Iranian assets and an end to hostilities. The main disagreement concerns the order of those steps rather than the plan’s elements, the official told Reuters. A senior source cited by Al Arabiya, however, said the plan needed significant changes before progress could be discussed.

The exchange follows talks that made little progress this week, Axios reported, with Iran insisting Washington return to the June framework before it considers nuclear concessions. President Donald Trump denied reports that he had offered sanctions relief or frozen funds, saying, “I offered them NOTHING!” Brent crude futures gained more than $1 to $103.73 a barrel on Wednesday following his denial.
