Global airport operators and fuel providers face disconnection from the US dollar system if they continue to service Iranian aircraft after September 23. This warning from US Treasury Secretary Scott Bessent, who ordered a worldwide shutdown of Iranian carriers, prompted Azerbaijan's State Civil Aviation Agency and authorities in Baghdad and Muscat to suspend airline operations effective September 22.

Turkish Airlines ceased all flights to Iran until at least March 2027 in response to a new US sanctions package. Iranian aviation authorities are currently rerouting flights intended for Baghdad to Najaf to mitigate regional disruption. These restrictions follow a 15 day wind down window that began September 8 when Bessent revoked licenses for foreign airlines to operate Iranian aircraft.
