The move follows reports that EU diplomats previously pushed back against Carney's efforts to secure preferential trade access, according to five officials told the Financial Times. Separate discussions with French President Emmanuel Macron included the possibility of allowing Canadians to live and work in Europe visa-free, two officials stated. Prime Minister Carney addresses members of the European Parliament on Sept. 17.
