The Justice Department indicted an intelligence services network for conspiring to finance terrorism and execute assassinations within the United States. Attorney General Todd Blanche stated the action stops foreign adversaries from unleashing violence on American soil following an investigation by the FBI.

Five people linked to the Russian operation were paid to conduct surveillance and plot the deaths of dissidents, the Justice Department said. The group also targeted civilian and military infrastructure in European nations supportive of Ukraine, but the FBI shut down the plot before the cell could kill US individuals.
