Despite the frequency of these visits, analyst Evan Feigenbaum notes that they have not yielded a strategic condominium or measurable government cooperation. He observes that because the interests of Beijing and Washington have diverged since the early 2000s, the high volume of diplomatic form is no longer matched by an increase in functional cooperation.
