EU Proposes Under 13 Social Media Ban and Reverses Platform Safety Burden

European Commission President Ursula von der Leyen unveiled the Kids Act to block social media access for young children via a new regulatory framework. The proposal bans accounts for children under 13 and mandates supervised "mini accounts" for 13 to 15 year olds with limited features and a usage cap of 1 hour daily.

The regulation shifts the burden of proof to platforms, requiring them to demonstrate that their services are safe for minors before allowing access. This framework includes mandatory safety by design for users under 18 and an EU certified age verification app utilizing zero knowledge proof to confirm age without revealing personal identity.
