A new federal officer wounded a Venezuelan delivery driver in Texas on September 20, an incident for which no video footage exists. The agent from Immigration and Customs Enforcement did not wear his recording device when he shot Wilber Rafael Garcés Pérez, a 28-year-old who was later hospitalized with paralysis on the left side of his body. Homeland Security Investigations and the FBI are conducting a joint probe into the operation, which DHS characterized as a targeted stop of a person with a final order of removal.

The lack of a body camera contradicts a commitment by ICE leadership that all agents would be equipped with such devices by the end of August. Former DHS officials have since criticized the agency for deploying new recruits without sufficient training or vetting. While DHS asserts that Perez entered the U.S. illegally, his attorney argues that he came to the country lawfully through the CBP One program and held a valid work permit.
