Police Chief Lisa Davis reported a short foot pursuit may have occurred before the agent opened fire, although early eyewitness claims of multiple shots to the back were disputed by local police.

Protesters gathered at the scene near Research Boulevard, where Texas Department of Public Safety troopers used pepper balls to disperse the crowd. Law enforcement sources identify Garces Perez as an undocumented migrant with a final order of removal.
