Children born on American soil to noncitizen employees of foreign governments will not be recognized as birthright citizens under an interim final rule from the Department of Homeland Security. The measure implements an executive order signed by President Trump to block automatic citizenship for the children of foreign government workers and will be fully published soon.

The DHS rule expands a diplomatic exception to birthright citizenship and takes effect next week. It follows a Supreme Court ruling that struck down an earlier administration directive aimed at limiting citizenship for those born in the US.
