The conflict over the Ratepayer Act occurs as Senate negotiators finalize the text of a separate "freedom-to-build" permitting reform bill. This bipartisan deal includes expedited approvals for high-voltage transmission lines and mandatory ratepayer protections that Senator Martin Heinrich of New Mexico claims are more robust than Husted's proposal. While the White House states it met Democratic demands in the permitting text, Heinrich has disputed the accuracy of that claim.
