The White House's assertion that it satisfied all Democratic requirements for a permitting reform deal has been countered by Senator Martin Heinrich of New Mexico, who called the claim "not really quite accurate." Heinrich noted that the emerging agreement includes mandatory ratepayer protections against electricity cost increases driven by data centers, which he described as a benefit for consumers rather than a political victory for Democrats.
The "freedom-to-build" legislation follows a year of negotiations between 4 Senate committee leaders and the White House. The draft accord facilitates expedited approval of high voltage transmission lines for renewable energy and an end to administration blocks on wind and solar projects. In return, the deal allows Republicans to curtail state level uses of the Clean Water Act to block pipeline development and modify the 50 year old National Environmental Policy Act. Senator Mike Lee and other supporters are pressing for an immediate vote before Congress takes an early recess.
