Senate Democrats Push Bill to Block Trump's $810M Budget Cut

The executive branch faces a legislative challenge this week as opposing senators seek to prohibit the unilateral cancellation of federal spending. Senate Democrats plan to vote on Wednesday to enact a bill that blocks an $810 million "pocket rescission" issued by the administration last Friday, which cancelled appropriations for refugee services, diversity initiatives, and programs for non-citizens across seven federal agencies.

The Government Accountability Office (GAO) recently concluded the maneuver is not permitted under the Impoundment Control Act and subverts Congress's constitutional power of the purse. While Republican Senator Mike Rounds warned the cut undermines bipartisan funding deals and complicates military spending, OMB Director Russell Vought defended the move as a means to dismantle the "border industrial complex." The rescissions include $567 million stripped from refugee and asylee services at Health and Human Services before the Sept 30 fiscal year end.
