Democrats Jared Golden and Marie Gluesenkamp Perez provided the deciding votes to pass a procedural rule enabling a full House vote on a Senate-approved Russian sanctions bill. The measure passed 214-211 on Sept. 15, following an initial vote that failed 209-212. Republicans Andy Harris, Tim Burchett, and Ralph Norman voted against the rule, with Harris calling for a bill to suspend the gas tax through the upcoming election.

The result is the second time in recent weeks that Golden and Gluesenkamp Perez have crossed the aisle to support a Republican-led rule. Senior Democrats oppose the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which would allow tariffs of up to 100% on countries buying Russian energy, due to concerns over expanded presidential powers. Rep. Michael McCaul manages the floor debate for final passage on Tuesday.
