Senator Rand Paul has demanded that the base text of the bill allow for the importation of unconnected frames and grant the Commerce Secretary power to authorize companies like BYD. Meanwhile, Senator Moreno is leading talks to ensure the legislation does not restrict Mercedes-Benz, despite the bill having 81 cosponsors in the House and 55 in the Senate.
President Trump has stated he would welcome Chinese automakers if they establish production plants within the US. However, these companies currently face tariffs above 100% and a 2025 regulation prohibiting connected passenger vehicles due to data security concerns. The Nissan chairman believes these barriers make it unlikely that the US market will open to Chinese automakers within the next five years.
