The US House of Representatives approved the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 with a 262-159 vote on Wednesday, sending the measure to President Donald Trump. The legislation authorizes the president to levy tariffs of up to 100% on the five largest purchasers of Russian oil or natural gas and targets the "shadow fleet" of tankers used to bypass Western restrictions. The bill also targets the Russian defense sector and senior officials, including Vladimir Putin.
India warned that potential tariffs over Russian oil purchases could damage bilateral ties and disrupt global energy markets. The Kremlin described the measure as an "unfriendly act" that will hinder peace efforts in Ukraine. The legislation, which passed the Senate last month 86-11, extends sanctions on Iran's energy and weapons sectors through 2031 and concludes 18 months of legislative debate.
