Prime Minister Ali al-Zaidi launched a strategy to absorb Iran affiliated armed groups into the national security apparatus via a disarmament process. The plan includes a 90 day window where militias and US forces halt attacks, leading to a weapons handover that must be completed by June 30, 2027. Members of four militias that previously resisted disarmament must integrate individually into the Popular Mobilization Forces or be deemed outlaws.

The Iraqi government seeks to eliminate the operation of independent armed groups to consolidate state authority in Baghdad. Al-Zaidi linked the need for stability to economic losses, noting Iraq lost about $60 billion in revenue since the Iran US war began. He also cited Iranian restrictions that prevented Iraqi tankers from traversing the Strait of Hormuz.
