A new security advisory issued by the Russian Ministry of Foreign Affairs on Oct. 3 targets all non-citizens and embassy personnel currently in the region. The ministry told these individuals to evacuate the capital of Kyiv and distance themselves from military installations to avoid potential casualties from upcoming air operations.

The ministry stated that the Armed Forces of Russia will continue to conduct "massive retaliatory strikes" across Ukraine, noting that this is a repeated warning. The agency characterized the planned offensives as "large-scale" and "hard-hitting" actions targeting military objects throughout the territory.
