Moscow launched an aerial assault on maritime transport vessels to disrupt the delivery of weaponry. Russian Geran 4 jet drones struck 2 cargo ships at Odesa Port on September 14, which the Ministry of Defence claimed were carrying military hardware to support Ukrainian forces.

Additional strikes in the region targeted the "Sapphire" search and rescue tugboat and several power facilities in the Odesa and Mykolaiv regions. The Russian Ministry of Defence listed the "Usatove" 330 kV and "Nova" 150 kV electrical substations among the targets intended to cut power to port warehouses and railway hubs used for European arms transfers.
