Ukrainian drones set Moscow’s Kapotnya oil refinery ablaze early Sunday, while attacks across the capital and surrounding region killed at least two people, Russian authorities said. The strikes hit residential buildings as Russia entered the final day of its parliamentary elections. Russia’s Defense Ministry said it shot down 1,110 drones overnight across 19 regions and Crimea, the largest overnight total reported this year, exceeding August’s high of 822.

Gazprom Neft owns the refinery, which has processing capacity of about 245,000 BPD and is a key fuel supplier for the capital region. Ukraine’s General Staff said the strike damaged the AVT-6 primary processing unit, an integrated oil processing unit and the isomerization unit. Moscow Mayor Sergei Sobyanin confirmed damage to a facility on the refinery grounds and said nobody was hurt there.

Ukrainian President Volodymyr Zelensky said an oil industry facility and a logistics site were hit, using weapons including Flamingo and Liutyi. “These are billions of dollars that sustain the war machine,” he said. Fires were also reported at warehouses in Sofyino and the TPP-22 heat and power plant, which supplies industrial steam to the refinery. Moscow airports imposed flight restrictions, with Russian media reporting more than 400 flights delayed since the start of Sunday.
