Ukrainian drones attacked industrial infrastructure in Russia’s Volgograd and Samara regions overnight into Oct. 2, with Ukraine confirming a strike on a Samara oil facility. Volgograd’s governor confirmed a massive drone attack, while local reports described a fire near the Volgograd oil refinery and the Kaustik chemical plant. Samara’s governor reported intercepted drones.
The attacks followed President Vladimir Putin’s rejection a day earlier of a proposal to stop strikes on Ukrainian shipping in exchange for halting attacks on Russian refineries, which he called “absurd.” Putin said refinery attacks had cost Russia about 1% of GDP. He also said Russia had sufficient diesel reserves and blamed sanctions for restricting supplies to global markets.
Ukrainian President Volodymyr Zelensky has offered a reciprocal energy truce, saying, “We are ready for an energy ceasefire if they do not attack our energy system, our electricity, heating, and water supply.” Washington agreed to convey the proposal to Moscow. President Donald Trump has urged Kyiv to ease refinery attacks, blaming them for diesel shortages and rising prices. US diesel prices reached $6.51 a gallon on Sept. 21, up from $3.70 a year earlier.
