Rahman Salehi, 35, and Salam Ahmadyan, 36, were identified Friday as suspects in a conspiracy to carry out violence against Jewish targets in northern England. British authorities charged the two men with planning a terrorist act on or before September 20, 2026, to coincide with the eve of Yom Kippur. Counter-terrorism investigators believe the pair coordinated the plot with a third party likely based in Iran.

The suspects entered the country via small boats in 2020 and 2023, according to the government. One man had been granted asylum and the other held a live asylum claim at the time of their arrest. The case has renewed political scrutiny over security screenings for migrants using the small boat route into Britain.
