The shutdown occurred as U.S. diesel reached a record $6.20 per gallon, straining the Midwest supply chain. BP's Whiting refinery in Indiana is also partially offline for maintenance, limiting regional capacity across Illinois, Indiana, Ohio, and Wisconsin. Emergency flaring at the Exxon Mobil site produced heavy black smoke visible for miles while the company investigates the cause of the utility failure.
