A parliamentary committee in Tehran sanctioned a set of articles on Tuesday that empowers authorities to seize shipment value from vessels violating transit rules in the region's main shipping lane. These approved provisions, part of a strategic action plan for the Strait of Hormuz, impose a fine of 20% of a shipment's value and permit the temporary detention of ships until the penalty is paid in rials or another designated currency.

The measures are part of a broader effort to establish a permanent regulatory system for the strategic waterway. Last month, the committee approved fees for authorized vessels for navigation, environmental, insurance and security services, and the judiciary will now create specialized maritime law branches to oversee the enforcement of these new penalties.
