A new administrative order is being drafted to keep shipments of diesel from producers blocked through October, an industry source told Tass. While this producer ban is currently undergoing an approval procedure for a one month extension, the export ban for non-producers of gasoline and diesel remains in effect until January 31, 2027. Kremlin spokesperson Dmitry Peskov said the resumption of shipments to international markets requires a comprehensive solution, including the removal of sanctions and guaranteed safety for navigation in the Black Sea.

The restrictions follow drone strikes on the Perm and Kapotnya refineries, which produce about half of Russia's diesel, and coincide with UK diesel prices hitting a record high. As the world's second largest diesel exporter, Russia's restrictions contribute to a combined diesel supply loss of 1.1 million bpd from Russia and the Middle East since March 2026. In July and August, Russian diesel supply fell by an average of 615,000 bpd year on year.
