Moscow and Beijing argued the measure lacked a legal basis because Security Council Resolution 2231 on Iran expired Oct 18, 2025, and the nuclear file review had concluded. Iranian officials thanked both nations for the double veto, claiming the American proposal sought to extract concessions through force and coercion.
