Broad sanctions against the International Criminal Court would ban most transactions with the organization after a 6 to 7 month grace period. The measures target the ICC as an institution for the first time, blocking its ability to conduct U.S. dollar transactions and restricting its access to the global financial system. A decision on the sanctions may come this week during the UN General Assembly.

The escalation follows arrest warrants issued by the court for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant. Secretary of State Marco Rubio describes the court as politicized and without authority to prosecute officials from nonmember states. Washington previously sanctioned individual ICC judges and prosecutors under a 2025 executive order, and Rubio has suggested the U.S. could dismantle the institution "brick by brick."
