US House Passes Russia Iran Sanctions Act Giving Trump 100% Tariff Authority↩︎

Members of the House of Representatives voted 262 to 159 on Wednesday to finalize a legislative package targeting Russian and Iranian energy sectors. The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 grants President Donald Trump the power to levy tariffs of up to 100% on the top five buyers of Russian oil and natural gas. It also imposes sanctions on Moscow's "shadow fleet" of tankers and extends the Iran Sanctions Act of 1996 through 2031.

Fifty-eight Democrats joined Republicans to support the bill, including Representatives Jared Golden and Marie Gluesenkamp Perez. The measure already passed the Senate in an 86-11 vote and now heads to the White House for final approval.

India's Foreign Ministry warns that the new US levies could damage bilateral ties and destabilize energy markets, while maintaining it will pursue diversified sourcing to ensure national energy security. The Kremlin branded the "hellish sanctions" as an unfriendly move that will complicate peaceful regulation of the conflict in Ukraine. Trump plans to sign the legislation on September 19.
