President Donald Trump intends to sign a new sanctions package targeting Moscow's energy exports as early as Sept. 18. The measure allows the executive branch to penalize the largest buyers of Russian oil and gas to stifle the funding of the war in Ukraine. It grants the president authority to impose tariffs of up to 100% on the top five importers of Russian energy.
India's foreign ministry warned that the bill could damage bilateral ties and disrupt global energy markets, though it vowed to maintain diversified sourcing. The final House vote of 262-159 saw 58 Democrats break with party leadership to support the act, which also extends the Iran Sanctions Act of 1996 through 2031 and targets Russia's shadow fleet of tankers used to circumvent existing Western sanctions.
