US Charges 5 Russian Agents in First Documented Murder Plot on American Soil

The Department of Justice unsealed an indictment Tuesday against operatives of a Russian intelligence network accused of recruiting individuals to conduct targeted killings. The group allegedly offered a U.S. based Venezuelan $1,000 to $1,500 this summer to surveil a Russian dissident in Washington, D.C., and $40,000 to kill the target. The five defendants, who include a former intelligence colonel and an FSB officer, remain at large.

Additional allegations involve a $25,000 offer to a U.S. citizen to assassinate a dissident in Lithuania and plans to attack electrical substations, warehouses, and fuel facilities in NATO countries supporting Ukraine. FBI Director Christopher Wray said the agency will confront transnational repression to protect American laws. The defendants face charges of conspiring to finance terrorism and commit murder for hire.
