A new legislative framework empowers the US presidency to levy steep penalties on nations importing Moscow's energy following a US House of Representatives vote on Wednesday. The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 passed 262-159 and allows tariffs of up to 100% on the top five buyers of Russian oil and natural gas. The measure also targets Russia's "shadow fleet" of tankers and extends the Iran Sanctions Act of 1996 through 2031.
A White House source says Trump plans to sign the law soon, potentially as early as Thursday. India's Foreign Ministry warned the tariffs might damage bilateral relations and disrupt global energy markets, while the Kremlin branded the legislation an "unfriendly action." The measure targets the top five buyers of Russian energy, including India and China, and cleared a House procedural rule 214-211 with help from Democrats Jared Golden and Marie Gluesenkamp Perez.
