The Marion County Prosecutor's Office has arrested several members of the Indianapolis Metropolitan Police Department for utilizing automated license plate readers to monitor the movements of romantic interests and ex-partners. Officer Michael Rogers allegedly used the technology to search a firefighter's vehicle nearly 2,800 times and his own vehicle roughly 1,500 times. Detective Jonathan Schultz is accused of nearly 1,400 unauthorized searches of women he encountered at gyms, while officer Matthew Binford allegedly tracked his ex-wife more than 1,000 times in a year using another officer's credentials.
IMPD has suspended or recommended termination for most of the accused, including officers with up to 16 years of service, while officer Abigail Cramer resigned. These charges follow an investigation by The Washington Post into thousands of questionable searches discovered in audit logs. Over 5,000 law enforcement agencies across the US maintain access to the Flock surveillance network, which enables users to obtain home addresses and daily routes from license plate data.
