Democrats Block Permitting Deal Over 5 Offshore Wind Projects

A bipartisan energy infrastructure agreement has been placed on hold after Senate Democrats identified discrepancies in the legislation's final text on Wednesday. Staff reported that language concerning five offshore wind projects, which the Trump administration had previously sought to block, had changed substantially from original negotiations. Republicans have refused to reopen the offshore wind language, and GOP leader John Thune indicated he prefers to wait until after the election recess to move forward to avoid a failed vote.

The 'freedom-to-build' package is the result of a year long effort by Senate leaders and the White House to expedite permits for high voltage transmission lines and limit state use of the Clean Water Act to block pipelines. The stalemate follows a separate clash over the GOP-led Ratepayer Protection Act focusing on data center costs, which Majority Leader Chuck Schumer dismissed as a "toothless messaging bill" despite its 417-3 passage in the House. Energy Committee Chair Mike Lee said he "literally don't believe" the latest holdup on the main permitting text.
