Ukraine’s General Staff confirmed that drones hit Lukoil’s Volgograd refinery and the Samara oil pumping complex overnight into Oct. 2, recording fires at both sites while the extent of damage remained under assessment. President Volodymyr Zelensky also confirmed strikes on oil facilities in both regions, following earlier reports of attacks and fires near industrial sites.
The Volgograd refinery can process about 300,000 BPD. It was hit for at least the 10th time in 15 months and supplied almost 6% of Russia’s diesel and 4% of its gasoline before the crisis, Russian oil analyst RusOilGasExpert said. The Samara station mixes and moves Kazakh and Siberian crude through the Druzhba and Kuibyshev–Tikhoretsk pipelines, supplying domestic refineries and export routes toward the Black and Baltic seas.
Russia’s Deputy Prime Minister Alexander Novak said the country repelled attacks on four refineries overnight and could partially lift diesel export restrictions if production exceeds demand. The strikes followed President Vladimir Putin’s rejection of a proposed mutual halt to attacks on Ukrainian shipping and Russian refineries, which he called “absurd.” President Donald Trump has urged Kyiv to ease refinery attacks, blaming them for diesel shortages and rising prices.
