Ukrainian drones set fire to Gazprom Neft’s Moscow refinery in Kapotnya overnight into Sept. 20, hitting a plant with capacity to process about 245,000 BPD that is a key fuel supplier to the capital region. Residential buildings were also hit as Russia entered the final day of parliamentary elections. Russian authorities reported at least two deaths in the surrounding region; NEXTA later reported that the toll had risen to three.

Ukraine’s General Staff said the refinery’s AVT-6 primary processing unit, an integrated oil processing unit and an isomerization unit were damaged. Moscow Mayor Sergei Sobyanin confirmed damage at the refinery and said nobody was hurt there. Ukrainian President Volodymyr Zelensky said a logistics facility was also hit and named Flamingo among the weapons used in the attack.

Russia’s Defense Ministry said air defenses downed 1,110 Ukrainian drones overnight across 19 Russian regions and Crimea, the largest overnight total reported this year, exceeding the previous high of 822 in August. Sobyanin separately claimed more than 1,600 interceptions across all defensive lines, including about 450 approaching Moscow. About 400 residents were evacuated from an apartment building in Ramenskoye after its roof caught fire. Flight restrictions disrupted Moscow airports, with Russian media reporting more than 400 flights delayed.
