European Commission President Ursula von der Leyen confirmed a new financial package for aerial weaponry following a diplomatic call with Kyiv. The European Union will disburse €3.3 billion for the procurement of missiles and drones to strengthen air defenses. Norway provided $100 million in budget support via the Ukraine Facility, and Canada is pursuing a role in a separate €90 billion support loan for the country. The EU previously agreed to fund Patriot systems and plans to build a pan-European missile defense system to replace them.
President Volodymyr Zelensky stated that Ukraine faces a "space-level" funding gap that necessitates further international proposals. The Ukrainian leader has discussed these requirements with von der Leyen as the EU pledges humanitarian aid and energy infrastructure support for the winter. Efforts to close the deficit involve new funding structures to ensure military sustainability during the ongoing conflict.
