A parliamentary commission in Tehran approved legislation on Sept. 22 to impound shipping vessels and confiscate their cargo for violations of passage rules. Concurrent with the legislative move, the Iranian Revolutionary Guard Corps (IRGC) fired anti-ship cruise missiles at vessels in the Strait of Hormuz in three separate incidents. State media agency IRNA reported explosions in the sea near Qeshm Island, and other reports identified an additional missile launch targeting Bandar Kong in Hormozgan Province.

The approved bill would allow Iran to seize 20% of a violating vessel's cargo until penalties are paid, though it still requires final approval from the parliament and the Constitutional Council. These events follow a string of kinetic activity on Sept. 21, when the UK Maritime Trade Operations (UKMTO) reported an oil tanker was struck by a projectile and an LPG tanker was hit by debris while transiting the same waterway.
