A wave of explosions hit the Ukrainian capital on Tuesday night as an aerial offensive struck power facilities and other strategic sites. Russia launched approximately 20 ballistic missiles within a 30 minute window to conduct the assault, alongside a daylong barrage of one way attack drones and cruise missiles. The assault focused on energy infrastructure and caused widespread disruptions across the city.

The offensive began hours after US Secretary of State Marco Rubio stated that Russia was ready for an energy ceasefire. Earlier on September 23, jet powered drones targeted high rise residential buildings, a university, and a business center in Kyiv, while similar strikes were recorded in eight other regions. Russian military reports indicate the broader campaign also hit metallurgical and chemical factories as well as defense logistics centers.
