Ukrainian attacks have destroyed 45% of Russia's diesel refining capacity, according to President Volodymyr Zelensky, prompting the US to propose a three point de-escalation plan. The framework includes an immediate ceasefire on energy infrastructure, the reopening of the Black Sea grain corridor, and a trilateral summit between the leaders of the US, Russia, and Ukraine. Russian envoy Kirill Dmitriev will travel to New York on Thursday to discuss these proposals with Trump administration officials Steve Witkoff and Jared Kushner.

Zelensky stated that Kyiv is prepared to halt strikes on Russian refineries if Moscow reciprocates by stopping attacks on Ukraine's power grid. While pushing for this truce to end the conflict before winter, Ukraine is also requesting a new military aid package of Patriot missiles and the necessary licensing to begin domestic production of the interceptors.
