Russia’s Defense Ministry said its forces would step up strikes on military targets in Kyiv in response to what it called Ukrainian attacks on civilian infrastructure. The announcement followed an overnight assault on Moscow and its surrounding region that damaged an oil refinery and killed at least two people, Russian authorities said, on the final day of parliamentary elections.

Moscow Mayor Sergei Sobyanin confirmed damage at the Kapotnya refinery, owned by Gazprom Neft, which has processing capacity of about 245,000 BPD and is a key fuel supplier for the capital region. Ukrainian President Volodymyr Zelensky confirmed strikes on an oil industry facility and a logistics site in the Moscow region. “These are billions of dollars that sustain the war machine,” he said.

Russia’s Defense Ministry said air defenses downed 1,110 Ukrainian drones overnight across 19 Russian regions and Crimea, the highest overnight total it has reported this year, exceeding the previous high of 822 in August. More than 400 flights were delayed at Moscow airports because of the attack, Russian media reported.
